How do we set the right evaluation criteria?

This month’s question How do we set the right evaluation criteria? is one that frequently comes up in training and project workshops, and one we thought was a good question to answer here.

The Problem
Without the right evaluation criteria, councils and organisations can often end up with the wrong supplier.
 
It’s not just the criteria that’s important, but the allocated weightings too. By having the same weightings means that often supplier scores can balance each other out across the criteria, and you end up with a very close if not equal result at the end of the evaluation.  The goal of an evaluation is enough differentiation to determine a clear winner.

The Implications
Having the wrong criteria and weightings means:
  • harder to get a spread at the end of the evaluation process
  • all suppliers can end up with the same result
  • waste of time and effort for the evaluation team and the market
  • wrong questions asked
  • too much focus in the wrong area
  • wrong supplier chosen at the end of the process
  • damage to reputations. 
The Solution
As many of you know from our training, we set the evaluation criteria and weightings following the "needs and wants" exercise which takes place during our Right Track Workshop - which is done at the outset of a new process.
 
Why we do this:
  • determines the needs and wants for a good supplier and what that looks like
  • it becomes the evaluation criteria
  • ranks and prioritises the criteria – this determines the relative weightings
  • the criteria influences the questions that need to be asked in the request for proposal (RFP)
  • this is what the evaluation is based on and determines your decisions.
